A Half-Orc with starting base Strength of 20 who increases Strength every 4 levels, takes all seven possible Great Strength feats in epic progression, and has ten levels of Red Dragon Disciple should have: 20 + 10 + 7 + 8 => 45 Strength.

With the ability cap bonus set at +12, that pushes the maximum possible modified Strength score I can imagine possible to 57. Assuming there is no way to push Strength higher than this number, the highest Difficulty Class for a level 40 player would look like: 10(Base) + 20(½ Character level) + 23(Strength modifier for Strength 57) = 53.

As mentioned in the Strength discussion, Dragon Shape gives a player base Strength of 48. With +12 in Strength from equipment and/or spells, this would push the maximum posible Strength score to 60. However, it is noted in the discussion for Dragon Shape that Devastating Critical does not work in Dragon Shape.
