"Enemies" include neutral creatures (after accounting for the current PvP setting).
When a target of this ability is a player character (PC) or the associate of a PC and the difficulty setting is "very easy", the stun is reduced to dazed. If there are other targets in addition to these, then there is a chance for each target to be both dazed and stunned (depending on the order in which the targets are encountered) (a bug).
If the duration is at least 4 rounds, then it is reduced for PCs to a half when the difficulty setting is "normal", and to a quarter at easier settings. This is cumulative for each PC affected (a bug).
