Description: If the caster succeeds with a ranged touch attack, steam mephit breath inflicts 1d4 fire damage on the target, and reduces attack rolls by 2 and armor class by 4 for three rounds. Damage is doubled on a critical hit.
- If damage is reduced to zero by the saving throw, then the attack and armor penalties are not applied. Otherwise the saving throw has no effect on the penalties.
- This ability has the oddity that the reflex save is performed before the touch attack.
