skillvsitemcost.2da file is the .2da file that defines the competence in lore required to identify an item and in use magic device (UMD) required to circumvent usage restrictions on an item.
The UMD aspect affects whether or not such items have a red background and whether or not the item can be equipped or used; the special UMD check for scroll use—applied after using the scroll—is not based on this file (but the ability to use the scroll to get to the special check is).

This column is for the benefit of human readers. The game engine ignores the value in this field, instead generating sequential row numbers as the file is read. It is good practice to keep the entries in this field sequentially numbered to avoid confusion.
|DeviceCostMax||The maximum base cost of items to which this line applies. This likely needs to increase with each row in order to be meaningful. (The row used for a particular item would be the first row in which this column matches or exceeds the item's base cost.)|
|SkillReq_Class||The UMD skill level required to bypass a class restriction on items to which this row applies.|
|SkillReq_Race||The UMD skill level required to bypass a race restriction on items to which this row applies.|
