This is not really a feat in the game. This article exists because "skilled" is listed as a human attribute in the race selection screen, but there is no corresponding feat defined in feats.2da, nor is it listed on the character sheet.
Similar to quick to master, a human's extra skill points are hardcoded to line 6 in race.2da.
Warning: Human PCs who level-up should do so in their original human forms. If the level-up is done in an alternate shape (e.g. while wild shaped), the extra skill point from this pseudo-feat is not granted.
