Entangled creatures are unable to move and are considered flatfooted. Entangled creatures receive a -2 penalty on all attack rolls and a -2 penalty to their dexterity modifier (which causes a -2 to reflex saves). An entangled character who attempts to cast a spell or make use of a spell-like ability must make a concentration check (DC 15) or the attempt will fail.
While entangled, a creature's modified dexterity score is overridden to 3 and is unchangeable. The creature's dexterity modifier, however, is not similarly overridden to the corresponding value (-4) unless the dexterity score is changed in any way after the application of entangle. (Probably a bug.) Once the entangle effect expires the modifier and the reflex saves are restored.
