Enforce legal character

Enforce Legal Character (ELC) is a Neverwinter Nights server setting that checks characters to make sure they don't violate game rules. For example, a character that has too many skill points or has been hacked to have a 100 Strength would violate ELC.
Characters that violate ELC are invalid.
